“OE” is the abbreviation for Outlook Express. “Deletion” of attachments has nothing to do with AVK. The attachments are however not deleted, they are just not fully downloaded (Ghosted). You can access the attachments as follows: Start Outlook Express. In “Tools > Options > Security” remove the tick that disables saving and opening of attachments. You should now be able to access the attachments.
